That government is best which reforms the most?

Here's looking at you, kid. Vargas Lleras
As I mentioned in the previous post, the Santos regime is working hard to reform the way politics are done in Colombia.

Corruption exists in different forms, including - as reported in that post - offering sweeteners to the electorate in return for their vote.

The extremely popular (except in the Uribe household) Interior Minister, Vargas Lleras announced yesterday major changes to the electoral code, set to come into force in September.
As Colombia Reports summarises:

"The new code will regulate who can stand in elections, who can vote, the conduct of politicians and the roles and responsibilities of electoral bodies".

Changing the conduct of both those seeking office and those already in power is a central tenet of the Santos doctrine - and Vargas Lleras is the man in charge of delivering this. Many tip Vargas Lleras to be the next president. This will depend in part on how much cleaner Colombians view their politics come 2014. One to watch.
